Chairman of the Vietnam Young Entrepreneurs Association: A mechanism is needed to 'follow up to the end' on the handling of business proposal

Mr. Dang Hong Anh, Chairman of the Vietnam Young Entrepreneurs Association, suggested that the Government should establish a mechanism to monitor the handling of business requests until completion. There needs to be a single point of contact and a unified electronic system, with transparent progress, clearly identifying the responsible agency and the deadline for processing.

Compilation of Business Recommendations from Local to National Level

On July 18th, speaking at the Government's Standing Committee Meeting with the business community on the theme "Removing Bottlenecks - Unlocking Resources - Promoting Growth," Mr. Hong Anh stated that, following the success of VPSF 2025, the Vietnam Young Entrepreneurs Association will continue to organize the Vietnam Private Sector Economic Forum - VPSF 2026 in 2026, with the message "Institutional Breakthroughs - Public-Private Partnership."

A new feature of this year's Forum is its three-round implementation, starting from dialogue at the local level, connecting resources at the regional level, to compiling policy recommendations at the national level.

The Prime Minister and Deputy Prime Ministers chaired the conference.

Accordingly, Round 1 – local dialogues – will be held in 31 provinces and cities to identify bottlenecks in investment, production, and business; classify issues under the jurisdiction of local and central authorities; and record initiatives, projects, and resources that businesses can contribute to the localities.

Round 2 – held in Hanoi, Da Nang, and Ho Chi Minh City in August and September 2026 – will focus on connecting businesses and inter-provincial and inter-regional cooperation.

Round 3 – scheduled to be held at the end of October 2026 in Ho Chi Minh City – will consolidate the results of the previous two rounds, report on major recommendations, and propose solutions regarding institutions, resources, the business environment, and public-private partnerships.

Mr. Hong Anh stated that through the 13 local dialogue sessions held so far, the Forum has recorded more than 450 opinions, recommendations, and initiatives. The sessions were attended by and involved direct dialogue from provincial and city leaders, departments, agencies, and local authorities.

Many issues were addressed immediately in the meeting hall; matters within the assigned authority were handled; and issues beyond the authority were compiled and submitted to the central government.

The frank, open, and substantive dialogue created positive public opinion within the private business community, strengthening confidence in the government's willingness to cooperate and provide support. Businesses not only reflected on difficulties but also increasingly proactively proposed solutions and resources for participation.

In addition to the Vietnam Private Economic Forum 2026, the Association is implementing a program to train 10,000 CEOs. The Association is also promoting intra-association transactions, connecting supply and demand, building a database of products and services of its members, and signing cooperation agreements with large enterprises within and outside the Association's system. The goal is to create a truly collaborative business environment, helping Vietnamese businesses use each other's products, participate in the value chain, and expand their markets.

The Prime Minister's presence and guidance will be a great source of encouragement for the business community, and at the same time create conditions for the recommendations from 31 provinces and cities to be transformed into specific tasks and solutions," said Mr. Dang Hong Anh.

The need for thematic handling of common bottlenecks

At the conference, the Chairman of the Vietnam Young Entrepreneurs Association proposed that the Government needs to establish a mechanism to monitor the handling of business recommendations until completion. There needs to be a single point of contact and a unified electronic system, publicly disclosing progress, clearly identifying the responsible agency and the deadline for processing.

The organization should address common bottlenecks related to land, investment and construction, fire safety, environment, credit, and tax refunds through thematic approaches. Inter-sectoral issues require task forces, timelines for resolution, and interconnected processes; businesses should not have to seek opinions from multiple agencies independently.

In addition, access to capital for small and medium-sized enterprises (SMEs) should be expanded through loans based on cash flow, contracts, orders, and business data; a suitable capital package could be 1-2% of the total outstanding loans of credit institutions.

The leaders of the Vietnam Young Entrepreneurs Association also proposed reviewing land lease policies to ensure stability and suitability to the specific characteristics of each industry.

For example, many members of the Association in various provinces and cities, especially in Khanh Hoa (formerly Ninh Thuan), have seen their land lease fees increase from 600 million VND per year during the 2016-2020 period to 4.3 billion VND during the 2021-2025 period and 20.8 billion VND during the 2026-2030 period, which is nearly 35 times higher than the initial lease amount; "Land lease fees accounted for nearly 50% of net revenue in 2025."

"We respectfully request the Prime Minister to direct a review of the method, rate, and cycle for determining land lease prices, avoiding sudden adjustments that exceed the ability of businesses to maintain operations, especially in the tourism and resort sector," Mr. Hong Anh suggested.

In addition, the Vietnam Young Entrepreneurs Association also proposed accelerating the divestment of state capital in privatized enterprises where the State does not need to retain controlling power. A specific and transparent roadmap is needed to free up resources and increase the proactive role of businesses in management and investment development.
