Resolution 68 on private economy: Golden opportunity for Tay Ninh enterprises to break through

Leveraging policies such as the Government's Resolution 68 on private economic development are considered a "golden opportunity," adding strength to the Tay Ninh business community.

Tay Ninh is facing a historic turning point, where huge potentials in terms of land, strategic location and high-tech agriculture are waiting to be awakened.

In the context of an economy on the path of recovery, leverage policies such as Resolution 68 of the Government on private economic development are considered a "golden opportunity," adding strength to the local business community.

However, to turn potential into assets, the road ahead still has many challenges.

Recently, provincial leaders and businesses have had frank dialogues and exchanges, showing a strong political determination, creating a transparent investment environment, accompanying and removing each "bottleneck" to together create a new development miracle.

Land of potential and opportunity

Tay Ninh possesses an extremely large development potential, an advantage that not many localities have. According to Chairman of the Provincial People's Committee Nguyen Van Ut, the province identifies industry as the focus, along with trade, urban areas, high-tech agriculture, logistics and border gate economy. In particular, the land fund for industry is an outstanding advantage.

Besides industry, agriculture is identified as one of the important pillars in the local sustainable development strategy.

According to Vice Chairman of the Provincial People's Committee Nguyen Minh Lam, with the advantage of nearly 600,000 hectares of agricultural land, Tay Ninh is focusing on promoting high-tech agriculture, bringing the province's agricultural products to more than 40 international markets. The province aims to become one of the leading high-tech agricultural centers in the region, a convergence of intelligence, technology and modern agricultural models.

This vision has received deep support from the academic community. Professor-PhD Tran Duc Vien, Chairman of the Council of the Vietnam Academy of Agriculture, believes that it is necessary to change the mindset, viewing agriculture as a high-tech industry that can create wealth, not just to alleviate poverty.

The success stories of businesses in Tay Ninh are vivid proof of this potential.

Mr. Oan Loc Phen, Director of PACOW International Limited Liability Company, chose Tay Ninh to build an international standard chilled beef processing factory because this place has all the factors of "heavenly time-geographical advantage-human harmony," from abundant water resources and raw materials to preferential investment policies.

He was determined to take the difficult path, investing in an extremely expensive cold supply chain so that Vietnamese people can "eat Australian chilled beef right in Vietnam at Vietnamese prices."

From a traditional product, the story of Mr. Dang Khanh Duy, General Director of Tan Nhien Limited Liability Company, is a great source of inspiration. Starting his business in 2012, he resolutely followed the path of clean production, saying no to bleaching chemicals despite facing countless initial difficulties. It is his determination to quality that has helped the company's products conquer the market, from an unknown brand, to now being exported to many countries and continuously upgrading factories according to the strictest international standards.

Mr. Dang Hong Anh, Chairman of the Vietnam Young Entrepreneurs Association, affirmed that private enterprises, especially small and medium-sized enterprises, are the pioneers on the economic front, creating the majority of jobs for society, being the cradle of innovation and the key force bringing Vietnamese brands to the world.

From major policies, policies have come into life, becoming a driving force for small and micro enterprises. Mr. Nguyen Ho Bao Linh, Director of Van Hoa Multimedia Company Limited, a young enterprise in Tay Ninh, said: "The Government's Resolution 68 has become an important driving force for small businesses like Van Hoa to boldly innovate and expand their operations."

Facing limitations in capital and human resources, support policies, especially access to preferential loans and incentives for innovation, have helped the company successfully build two e-commerce platforms serving the community, cholonghoa.com and vieclamgap.vn.

Mr. Linh sees this as not only a business story but also a way to contribute to digital transformation, creating an e-commerce ecosystem associated with the interests of people and businesses in Tay Ninh.

Challenges and solutions

The potential is huge, but to turn it into reality, Tay Ninh needs to remove a series of "bottlenecks" that are hindering businesses.

According to experts, what the province needs to do now is to create a truly transparent business environment, a creative and honest administrative apparatus... so that every decision issued will unlock resources instead of creating barriers.

The most prominent issue is the traffic infrastructure issue. Mr. Huynh Huy Cuong, Vice Chairman of the Tay Ninh Provincial Business Association, reflected that the only route to the old Tay Ninh province, National Highway 22B, is overloaded and congested, increasing travel time and logistics costs for businesses.

Sharing the same concern, Mr. Vo Thanh Dat, General Director of D&T Express Port, said that the situation of stagnation and congestion of goods often occurs, greatly affecting the supply chain and business efficiency. Mr. Dat also pointed out the difficulties in inland waterway transport, when regulations are still unclear, procedures are complicated and lengthy, discouraging businesses.

Administrative procedures, especially in the field of land and investment, are also a major barrier. Mr. Cuong said that many businesses have difficulty completing procedures, often encountering cases where there is no appointment date to return results or an appointment date but the results cannot be resolved and the documents must be returned many times. In addition, the situation of planning being suspended for many years makes it impossible for businesses to implement projects, wasting resources.

Another alarming issue is the effectiveness of business support programs. According to the Provincial Business Association, although there are many good programs, their implementation is not effective, most of which have to be returned to the budget while businesses do not receive support. Even small and micro businesses, the most vulnerable, have not received proper attention and need separate policies to support recovery.

Faced with the concerns of the business community, the leaders of Tay Ninh province have shown a spirit of openness and determination to take strong action.

Chairman of the Provincial People's Committee Nguyen Van Ut affirmed: "Resolving difficulties for businesses is our responsibility. Only when businesses develop will we have the budget."

To solve the infrastructure "bottleneck", Mr. Nguyen Van Ut announced an unprecedented investment plan. In the 2025-2030 period, the province will spend nearly 35,000 billion VND from its resources to invest in traffic. The province's vision is to plan 8-10 lane roads, turning Tay Ninh into a "large traffic construction site," paving the way for industrial parks to develop.

The province is building specific policies to increase competitiveness, regardless of whether businesses are large or small. Vice Chairman of the Provincial People's Committee Nguyen Minh Lam also pledged that the province will always accompany and create the most favorable conditions for partners and businesses to invest in the area.

With a clear vision, strong political determination and the dynamism of the business community, Tay Ninh is converging all the elements to create a spectacular breakthrough.

The road ahead may still be arduous, but with determination, the companionship between the government and businesses is the most solid foundation for Tay Ninh to rise./.
