On the afternoon of September 16, 2025, within the framework of the Vietnam Private Economic Forum 2025 (VPSF 2025), a high-level dialogue session took place solemnly.
The event gathered nearly 1,000 delegates, including leaders of the Party, State, Government, ministries, central and local branches; Representatives of international organizations, along with many experts, scientists, and the private business community nationwide. In particular, Prime Minister Pham Minh Chinh attended and gave a speech.
At the high-level dialogue session, leaders of leading enterprises, economic experts and representatives of international organizations discussed and proposed many feasible solutions. The highlight was that the private business community both reflected on difficulties and demonstrated a proactive and responsible spirit, proposing specific policy initiatives, from building national brands, promoting key trade, developing green logistics infrastructure, etc.
Representing TTC - a multi-industry private investment group, with 46 years of establishment and development, Ms. Huynh Bich Ngoc - Permanent Vice President, General Director of TTC Group presented 3 key recommendations.
Enterprises have great confidence in the country's strong transformation and remarkable development in the near future.
Firstly, in the context of many global fluctuations, food security and energy security are the foundation for ensuring economic stability. She recommended that the State create conditions for enterprises in the Agriculture and Renewable Energy groups with systematic investment, high technology application, meeting ESG standards to access domestic and foreign green capital conveniently according to the established criteria with simple procedures and appropriate interest rates to stimulate production. At the same time, it is necessary to promote green transformation, develop the carbon credit market, and strengthen international cooperation to mobilize resources for the goal of reducing emissions. This is a practical step for Vietnam to get closer to the Net Zero commitment by 2050, towards a sustainable and environmentally responsible economy.
Second, in the tourism sector, the Permanent Vice President and General Director of TTC Group recommended the need to announce a clear legal mechanism, with a leading agency in charge of each tourism region, in accordance with Decision 509/QD-TTg in 2024, while ensuring that the National Tourism Administration (Ministry of Culture, Sports and Tourism) plays a key coordinating role, to build inter-regional products and a unified national brand, instead of the current individual approach, lacking a legal basis and apparatus for connection. In particular, APEC 2027 in Phu Quoc is a golden opportunity to elevate the image of Vietnamese tourism in the international arena.
Third, in the field of civil real estate, Ms. Ngoc said that the actual demand for housing at a reasonable price is very large, while the "waste" lies in projects with legal problems that have been unfinished for many years. She recommended that the Government review and simplify regulations related to planning, construction licensing and land allocation, especially removing bottlenecks in the approval process, increasing access to suitable land. There should be specific instructions, defining responsibilities and coordination between the two levels of government in implementing project legal procedures. Shortening the legal time will help businesses reduce product costs, creating products that are suitable for the market's affordability.

Currently, the legal corridor and development criteria are gradually being completed, but in the implementation process, close, drastic and timely direction from the Government, Ministries, Branches and localities is still needed, so that the target of double-digit GDP growth soon becomes a reality - with the consensus of the entire economy, especially the pioneering role of the private sector.
From the perspective of an entrepreneur with nearly half a century in the business world, Ms. Huynh Bich Ngoc affirmed that Resolution No. 68-NQ/TW of the Politburo, Resolution No. 198/2025/QH15 of the National Assembly and Resolution No. 139/NQ-CP of the Government have affirmed that the private economy is an important driving force of the economy. This helps to recognize, encourage and add confidence for businesses and other economic sectors to open a new era of integration with the global economy.
The Vietnam Private Economic Forum 2025 was organized to affirm the role of entrepreneurs in creating sustainable development, promoting policy dialogue between businesses and the Government, and at the same time proposing reforms of institutions, laws, finance, technology, innovation and international integration. According to the Organizing Committee, over the past 3 months, 12 local dialogue sessions have been held across the country, attracting nearly 5,000 delegates. From direct discussions with businesses and local authorities, over 3,000 opinions and suggestions were gathered, fully reflecting the practical breath of the private business community in many industries and fields./.
