The 13th National Party Congress set out "the aspiration to develop a prosperous and happy country", the Party continued to emphasize the importance of agriculture, farmers, and rural areas in the strategy of building, developing, and protecting the homeland.

Resolution No. 19 of the 5th Conference of the Party Central Committee (13th Session) on agriculture, farmers, and rural areas reaffirmed that agriculture is a national asset and a pillar of the economy: farmers are the subject and center of the agricultural development process, rural economy, and rural construction.
Then, the goals of the Vietnamese Peasantry (NDVN) are to overcome all difficulties and challenges, and develop prosperous, rich, civilized, and modern agriculture, contributing to the realization of the aspiration to build a strong country.
Affirm the role of the Vietnamese Peasant Union and the peasantry
During 2022, Vietnam achieved positive achievements in socio-economic development; strengthening national defense and security potentials, building a political system, combining national strength with the strength of the times, and developing international relations, our country's socio-economy has recovered positively after the COVID-19 pandemic.
The macroeconomy is kept stable; inflation is under control; large balances are guaranteed; food and energy security are guaranteed; Provide a basic workforce to meet the needs of businesses.
In the face of opportunities and challenges, scrupulously following the instructions of the framework authorities and members of farmers from all over the country, they have proactively and creatively carried out the tasks of the Association and the peasant movement in 2022. Baseline targets were met and exceeded.
To arouse the desire to enrich oneself, to build a strong country
The highest objective of agricultural and rural development is to improve the overall material and spiritual life of farmers and people living in rural areas. Attach importance to building Vietnamese farmers to develop in a comprehensive, civilized, patriotic, united, autonomous, self-reliant, innovative manner, and have the will and aspiration to build a prosperous and happy motherland and country.
Here are the tasks assigned to the associations in order to carry out the missions well:
1. Continue to renew propaganda and advocacy work, so that the directives and policies of the Party, the State, and the Vietnamese People's Association reach a large number of peasant members in the most practical and effective way.
Propaganda and advocacy work is not only done through meetings and training sessions but also through the organization of practical activities that bring legitimate and legitimate rights and benefits to members and farmers.
2. Renovate the method of bringing together farmer members on the basis of association with the legitimate rights and interests of farmer members; to take legitimate interests and solve the difficulties and urgent problems of farmers as the content of the Association's activities.
3. Focus on improving the quality of the peasant movement in order to emulate good production and good business, unite to help each other enrich themselves and reduce poverty in a sustainable way; and actively participate in the emulation movements launched by the Prime Minister and the Vietnam Fatherland Front Committee.
4. Strengthen the organization of advisory activities and support services for peasant members in production, enterprise, and the development of collective economic forms. This includes legal advice and assistance; capital assistance; supporting vocational training, science and technology transfer; and digital transformation in agriculture.
5. Effectively exercise social surveillance and criticism. Regularly and actively grasp the real-life situation, thoughts, and aspirations of members and farmers; advise and coordinate directly with Party committees and authorities on the resolution and elimination of problems and difficulties in the life, production, and affairs of members and farmers.
