However, for universities, especially the "hottest" ones, it won't be easy to change the enrollment plan. Calculations show that with the new high school leaving exam option, the university admissions complex will be reduced by more than half.
Regarding the new exam option, candidates are limited to the number of admission combinations, can only choose the highest number of admissions with 2 combinations. Admissions based on the natural sciences or social sciences complex will go bankrupt. A school that wants to enroll students in a combination of math + natural sciences (physics, chemistry, biology) or literature + social sciences (history - geography - civics)

Recalculate the enrollment method
This is expected to affect the rate of admission quotas to schools to a greater or lesser extent depending on high school leaving test results. Department of Education and Training statistics from previous enrolment seasons show that, on average, universities spend about 50% to 60% of the enrollment target based on high school leaving examination results.
"If graduation test results are used for university admission, the number of admission combinations will decrease dramatically. Students need to be given proper career guidance to be able to be properly admitted as each student has only 1-2 combinations of admissions," the director predicted.
Regarding the new high school leaving exam syllabus from 2025, many universities have taken the initiative of admission options, not just taking high school leaving exam results.
Need for predictive data on candidate selection
According to many experts, One of the challenges of current higher education institutions is that they do not have access to the number of students enrolled in optional high school complexes under the new general education program in each province and city. If the Ministry of Education and Training publishes these data annually, universities will be better able to analyze, evaluate and make decisions.
In fact, schools need more time for in-depth evaluation, thus making comprehensive decisions on registration methods, especially admission combinations for 2025, in order to ensure the most scientific participation, practical and favourable for applicants for admission.
Professor Nguyen Thanh Chuong, vice-rector of Hanoi Transport University, said the most difficult thing today is to predict the direction chosen by the candidates. “The Ministry of Education and Training needs to allow students to enrol early in elective subjects so that schools can plan exams and admissions,” Chuong suggested.
