Industrial clusters that have been operational have played an important role in the industrial development, particularly the socio-economic development of Yen Bai province. In the near future, the province will plan 8 industrial zones covering more than 2,000 hectares and 25 industrial clusters with a total scale of over 1,288 hectares.
Yen Bai is a province located in the North Central and Northern mountainous region of Vietnam. It borders Ha Giang, Lao Cai, Lai Chau to the north and northwest, Phu Tho to the south, Tuyen Quang to the east, and Son La to the west and southwest. The province consists of 9 administrative units including Yen Bai City, Nghia Lo town, and 7 districts: Mu Cang Chai, Tram Tau, Van Chan, Van Yen, Tran Yen, Luc Yen, Yen Binh.
According to the provincial planning for the period of 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1068/QD-TTg, Yen Bai will develop its industry towards sustainability, efficiency, and environmental friendliness.
To achieve this direction and goal, specific plans for zoning, including the planning of industrial zones and clusters, have been formulated.
Regarding industrial zones, the province currently has 4 established industrial zones with a total area of over 966 hectares. By 2030, the province will maintain the area of 3 industrial zones: Phia Nam, Au Lau, Tran Yen, and expand an additional 88 hectares at Minh Quan Industrial Zone.
Furthermore, the province will develop plans for 4 new industrial zones: Y Can, Dong An, Thinh Hung, Luc Yen, with a total area of 1,025 hectares. Thus, by 2030, the total planned area for industrial zone development in Yen Bai province will be 2,079.89 hectares.
Regarding industrial clusters, by 2030, Yen Bai province plans to develop 25 industrial clusters (including those established and operating in the previous period) with a total area of 1,288.21 hectares.
Specifically, by 2030, the province will maintain the area of 6 industrial clusters: Thinh Hung, Son Thinh, Bao Dap, Hung Khanh, Dong An, Minh Quan. It will remove 3 industrial clusters: Dam Hong, Bao Hung, Tay Cau Mau A due to their incompatibility with the province's economic and urban development direction, posing environmental pollution risks.
Additionally, it will expand 2 industrial clusters: Au Lau, Yen The, and reduce the area ofthe North Van Yen Industrial Cluster. The Au Lau Industrial Cluster will expand from 50 hectares to 75 hectares, the Yen The Industrial Cluster will expand from 39.97 hectares to 55 hectares, and the North Van Yen Industrial Cluster will reduce from 72 hectares to 55 hectares. Moreover, Yen Bai will plan 16 new industrial clusters with a total area of 842.4 hectares.
These industrial clusters mainly aim to attract multi-sectoral investment, with priorities given to attracting investment in processing agricultural and forestry products, mineral processing, high-quality construction materials manufacturing, mechanical industry, electronics, chemical industry, consumer goods manufacturing, agriculture applying high technology, and support industries.
Yen Bai currently has 12 established industrial clusters, of which 10 are operational. The remaining 2 (Bao Hung and Minh Quan) are in the process of land clearance and infrastructure investment. Operational industrial clusters have attracted 54 secondary investment projects registered for production and business with a total registered capital of over VND 3,700 billion (42 projects are in operation), providing employment for over 2,000 workers, with a occupancy rate of 55%. The total revenue of investment projects in industrial clusters is estimated at VND 775 billion in 2021, contributing around VND 75.5 billion to the state budget.
Operational industrial clusters have played an important role in the industrial development, particularly the socio-economic development of Yen Bai province. To attract investment in the industrial sector, including businesses investing in industrial clusters, Yen Bai province has introduced many preferential policies and supports. Specifically, the province will support administrative procedures, financial credit, production space (such as land leasing, land clearance), infrastructure construction, technology innovation, human resource development, market expansion, and provide free promotion and introduction for investors through websites and other information channels…
