Tan Hoi Industrial Cluster – A bright spot in the green industrial corridor.

As part of the strategic shift toward green and sustainable industrial development, the Tan Hoi Industrial Cluster is gradually establishing a modern manufacturing ecosystem characterized by integrated infrastructure, clean energy, and robust supply chain connectivity. The implementation of the Tan Hoi 3 and 4 projects further expands development capacity, creating additional opportunities to attract new investment capital to Tay Ninh.

The People's Committee of Tay Ninh Province has awarded the decision approving the investment policy and the investment registration certificate for the Tan Hoi 3 and Tan Hoi 4 industrial clusters.

Expanding Land Reserves to Attract New Investment Capital

Building on the success of the 2026 Tay Ninh Province Investment Promotion Conference, Tan Hoi Industrial Cluster Infrastructure Investment JSC a subsidiary of Thanh Thanh Cong Industrial Real Estate Corporation (TTC IZ) is emerging as a standout player, drawing significant interest from the business community.

This milestone was clearly marked when TTC IZ officially received the decision approving its investment policy at the conference a prestigious event attended by former State President Truong Tan Sang, Deputy Prime Minister Le Tien Chau, representatives from central ministries and agencies, as well as leaders from various provinces, cities, diplomatic missions, associations, and the domestic and international business communities.

At the event, TTC IZ representatives had the honor of receiving the investment policy approval decision and the investment registration certificate for the Tan Hoi 3 and 4 Industrial Clusters. Adding these two projects to its development portfolio not only creates further capacity for TTC IZ to supply high-quality production space but also expands the company's strategic operational scope in Tay Ninh.

Established in 2010, Tan Hoi Industrial Cluster Infrastructure Investment JSC (TTC Tan Hoi) owns and operates the Tan Hoi Industrial Clusters 1, 2, 3, and 4 in Tay Ninh, providing multi-sector industrial infrastructure solutions and standard-compliant ready-built factories. TTC Tan Hoi is committed to partnering with investors to optimize logistics costs and ensure sustainable operations.

Under Decisions No. 14592/QĐ-UBND and 14593/QĐ-UBND dated August 11, 2026, the Tan Hoi 3 project covers an area of 71.4692 hectares with an investment of VND 526.323 billion, while Tan Hoi 4 spans 74.38 hectares with an investment of VND 539.31 billion. These projects establish a solid foundation for expanding the industrial land bank and are poised to attract modern, high-value-added technology projects.

According to the implementation roadmap, the projects will undergo synchronized technical infrastructure development in accordance with approved plans and designs. The investor has committed to completing all relevant procedures and infrastructure works, as well as bringing each project into operation within 30 months of the establishment decision date. Once operational, the projects are expected to generate employment for approximately 5,000 workers.

Highlighting the significance of this milestone, Huynh Van Son, Vice Chairman of the Tay Ninh Provincial People's Committee, stated that the simultaneous establishment of these two industrial clusters in Tan Hoi Commune helps expand the supply of production land equipped with synchronized infrastructure. This meets the demand for sustainable investment attraction, thereby boosting production, creating jobs, and contributing positively to local socio-economic development.

A High-Potential Investment Destination

As part of the drive toward modern and sustainable industrial development, the Tan Hoi Industrial Cluster is steadily establishing itself as a high-potential investment destination in Tay Ninh Province. It boasts significant advantages regarding location, infrastructure, connectivity, and a strategy of selective investment attraction.

Green development has emerged as a standout advantage for Tan Hoi. Existing infrastructure includes a centralized wastewater treatment system with a capacity of 2,000 m³/day, a clean water plant with a capacity of 3,000 m³/day, an automated monitoring system, and rooftop solar power installations with a capacity of approximately 80,000 m³. Green space coverage stands at around 15% in Tan Hoi 1 and 20.7% in Tan Hoi 2. The solar power potential is estimated at 39.12 MWp, capable of reducing CO₂ emissions by approximately 50,741 tons annually.

As of August 2026, the Tan Hoi 1 and 2 industrial clusters have reached 100% occupancy, attracting US$44,929,422 in FDI. They host 27 clients—with approximately 70% of the enterprises involving foreign capital—representing investors from Japan, China, Taiwan, the Netherlands, the Philippines, Singapore, and Vietnam. These operations provide employment for around 4,000 workers from the local area and neighboring regions.

Aiming for a Green Manufacturing Ecosystem and Supply Chain Connectivity

Building on this foundation, the Tan Hoi Industrial Cluster prioritizes attracting investment in sectors such as fiber, textiles, garments, footwear, and supporting industries; chemicals, raw materials, and clean energy; high-tech agriculture, agro-food processing, and the circular economy; as well as pharmaceuticals, cosmetics, and smart manufacturing. These sectors drive the development of new materials, components, automation, data traceability, and standardized management, aiming to establish a network of satellite enterprises integrated into the supply chains of multinational corporations. Regarding policy, Tan Hoi Commune is classified as an area facing exceptionally difficult socio-economic conditions. Projects meeting the prescribed criteria may qualify for corporate income tax incentives, including a 10% tax rate for 15 years, a four-year tax exemption, and a 50% tax reduction for the subsequent nine years.

Leveraging its connectivity advantages, comprehensive infrastructure, and a strategic focus on green manufacturing and selective investment attraction, the Tan Hoi Industrial Cluster is transforming from a mere factory site into a modern, green manufacturing ecosystem. It is deeply integrated into cross-border supply chains, thereby enhancing competitiveness and expanding the industrial development landscape of Tay Ninh Province.

Currently, TTC IZ owns and operates the Thanh Thanh Cong Industrial Park, Tan Hoi Industrial Cluster, Tan Kim Expanded Industrial Park, and Da Oai Industrial Cluster, steadily expanding its industrial infrastructure ecosystem across various localities. Notably, the Thanh Thanh Cong Industrial Park boasts an occupancy rate exceeding 95% and plans to expand by an additional 500 hectares to the east. Through its network of operating industrial parks and clusters, TTC IZ helps create jobs for over 40,000 workers in the local area and neighboring regions.
