Some developed inner districts: 2, 7, 9, 12, Thu Duc, Binh Tan, the city will prioritize the development of housing projects along major public transport axes such as Metro 1 or the area. plan to implement the corresponding technical infrastructure system.

 Furthermore, in the area of ​​5 suburban districts including: Cu Chi, Hoc Mon, Binh Chanh, Nha Be and Can Gio, the Department of Construction of Ho Chi Minh City proposes the city to prioritize housing development by project in towns, rural residential areas and areas already have a technical infrastructure system synchronously connecting with major traffic routes; to give priority to the development of tourist resorts combined with eco convalescence, new urban areas and satellite urban areas.

This area will not develop new housing construction projects until 2025 in areas that still have no corresponding technical infrastructure construction plan.
