Obstacles have been resolved for the Dong Hung Thuan Ward Residential Area project, the commercial, service, and housing complex at 16/9 Bui Van Ba, and the residential area north of Ba Buom Canal, resulting in the issuance of ownership certificates for 1,146 apartments and 50 housing plots.
Working Group 1645, led by Mr. Nguyen Toan Thang—Director of the Ho Chi Minh City Department of Agriculture and Environment—held a meeting with real estate enterprises to address obstacles and facilitate the issuance of ownership certificates to homebuyers.

The first project is the Residential Area in Dong Hung Thuan Ward, developed by Dong Phuong Construction, Trading, Service, and Production Co., Ltd. The project comprises 79 plots; land use right certificates have been issued for 65 of these, and houses have been built on 50 of the 65 plots.
The developer has requested the issuance of certificates of land use rights and ownership of assets attached to the land for the 50 plots where houses have already been constructed.
After hearing the views of meeting participants, Mr. Nguyen Toan Thang agreed to issue certificates for the 50 plots with existing houses—as a portion of the project area still has undetermined financial obligations following a planning adjustment—while withholding certificates for the remaining plots until the developer fulfills all financial and other obligations.
Next is the commercial, service, and residential complex project at 16/9 Bui Van Ba (Tan Thuan Ward), developed by Tien Phat Garment Joint Stock Company. The project consists of a high-rise apartment complex with 41 stories above ground and 4 basements, featuring a total of 291 apartments and commercial/service areas on the third and fourth floors.
Regarding this project, eligibility for certificate issuance for 233 out of 291 apartments was verified in accordance with Official Dispatch No. 506/STNMT-QLD dated January 30, 2023, from the Ho Chi Minh City Department of Natural Resources and Environment; the City's Land Registration Office has issued ownership certificates for 231 of these apartments (two owners have not yet submitted applications). Certificates have not yet been issued for the remaining 58 apartments, pending the fulfillment of the project's 20% social housing obligation.
The commercial, service, and residential complex project at 16/9 Bui Van Ba (Tan Thuan Ward) has been issued a property ownership certificate.
To date, the project has fulfilled most obligations, including financial obligations and the acceptance of fire safety and environmental discharge systems. Tien Phat Garment Joint Stock Company has requested the issuance of ownership certificates ("pink books") for the remaining 58 apartments in the project. Mr. Nguyen Toan Thang approved the issuance of these certificates as requested by the developer.
Regarding the residential area north of Ba Buom Canal (Phu Thuan Ward), developed by Saigon Thuong Tin Real Estate Joint Stock Company, the project includes the low-rise apartment Block J (comprising 44 units) which have been sold to buyers but lack ownership certificates.
Concerning the project's financial obligations, the District 7 Tax Sub-department previously issued Notice No. 5862/TB-CCT-KTT, confirming that Saigon Thuong Tin Real Estate Joint Stock Company had completed the payment of land use fees totaling over VND 81 billion.
After hearing the members' opinions, Mr. Nguyen Toan Thang agreed to issue ownership certificates for the 44 low-rise apartment units. As for the 49 individual houses, certificates will be issued following the determination of any arising financial obligations, in accordance with the developer's proposal.
