According to EVNHCMC, the main purpose of undergroundization is to create a smart, safe urban space for the local and help the grid operate safely. Grid underground is also a part of the smart grid modernization and management program that EVNHCMC is implementing.
Successfully piloting, in May 2011, the City People's Committee approved the project "Underground power grid of Ho Chi Minh City to improve capacity, reliability and safety of power supply, combined with underground communication on power poles" period up to 2020 "with the target to 2020, basically complete underground medium and low voltage grid for the inner city area and underground the administrative and commercial centers in the remaining districts.
Recently, reporting to the City People's Committee on the results of 10 years of undergrounding the power grid combined with telecommunication cables in the area, the Department of Industry and Trade of the city said that it has basically completed the objectives and targets set out. Specifically, the rate of underground medium-voltage electrical network in the whole city will increase from 25% in 2011 to 45% by the end of 2020 (the proposed plan is 35%); basically complete underground electrical network and telecommunications cable in the central area of the city; for urban areas in districts 4, 5, 6, 10, 11, Phu Nhuan, Binh Thanh, Tan Binh, Tan Phu and Go Vap, the rate is 60%. Complete the underground renovation of power grids and communication wires at main roads in the inner city, inter-district roads and complete underground power grid at all named roads in the city center in District 1. and district 3.

There are still many difficulties
Over the past ten years, although the underground process has achieved encouraging results, its implementation has faced many difficulties. According to the leaders of EVNHCMC, because the city has many underground works such as water supply and drainage, telecommunications, electricity ..., the underground process has many difficulties in negotiating the route, constantly having to handle conflicts leading to modification. , design correction many times; Many projects have to adjust progress due to slow handover of premises by related units. The redeployment of low-voltage cabinets after the undergrounding of the lines also faces some obstacles.
Looking forward to 100% interest rate support
The Department of Industry and Trade of Ho Chi Minh City also requested the City People's Committee to promote the implementation of supporting policies and preferential mechanisms such as loan interest support under the city's investment stimulus program, considering adjusting to raise the interest rate support rate from 50% as of today to 100% to conduct underground projects.
According to the Department of Industry and Trade, 187 underground projects with a total investment of VND 8,072 billion have been included in the city's interest rate support stimulus program, of which loans with interest rate subsidies are VND 4,568 billion. Particularly for the 2016-2020 period, the total supported interest amount is VND 350 billion.
