According to the Ministry of Industry and Trade, the localities propose a portfolio of renewable energy projects until 2030 that far exceeds the planned capacity

The Department of Industry and Trade has just reported to the government on the implementation plan for Energy Plan 8, after Deputy Prime Minister Tran Hong Ha asked the ministry to review and strictly comply with legal regulations on the basis of the submission in November

In this report, the Ministry of Industry and Trade recommended the promulgation of the implementation plan of Energy Plan 8 in two phases. The reason for this is that, through the review of the current legal provisions, there are no specific regulations on the number of decisions to approve a planning implementation plan.

The choice of the option also has the advantage that the approved contents, in particular the electricity grid, have a legal basis for immediate implementation. The locality also has a basis for establishing a list of renewable energy projects and small hydroelectric plants adapted to the approved scale of capacity.

Due to the lack of information on the efficiency of investments in projects, the purchase price of electricity as well as the lack of firm commitment on infringements, The Department of Industry and Trade once again stated that it was not possible to establish a list of renewable energy projects.

At the same time, the proposal for the implementation plan of Energy Plan 8 does not include the list of concentrated solar energy projects that already have investors; the Prime Minister instructed the localities to review the projects and report on them.

According to the agency, localities offering a portfolio of renewable energy projects by 2030 far exceed the planned capacity.

Many communities offer more capacity than expected

Specifically, 61 communities proposed 779 small hydro projects with a total capacity of 8,331 MW; 651 onshore wind projects with a capacity of 74,609 MW; 73 garbage-based energy projects of 1,484 MW and 74 biomass energy projects of 2,711 MW...

However, the proposed list did not meet the requirements because 15 communities did not propose a list of renewable energy projects. 46 provinces have a portfolio, but just over 2% of them have a portfolio of projects adapted to the size of the allocated capacity.
